Short answer: as of 9 September 2026, DHA’s Margalla Enclave portal describes one scheme — 7,507 plots on 10,443 kanal in Zone IV — in five blocks (ME-1 to ME-4 and the Lake District), sold through three ballot rounds. There is no document on the portal, in the EIA or on the master plan sheet that names a “Phase 2”.
What “phase 2” usually means in practice
Three different things get called Phase 2 by dealers and in search boxes:
- The second ballot round. The scheme launched in a booking window from 15 Jan – 14 Feb 2025, balloted on 24 Feb 2025, then re-opened for a second booking round in Q4 2025 at revised prices with a second ballot on 20 Nov 2025. Dealer pages that say “Phase 2 payment plan” are almost always quoting that second round’s prices, which are now superseded by the 3rd-ballot schedule.
- The later blocks. ME-2 is the only block where possession has been delivered (21 May 2026, selected streets). Some people call everything that is not ME-2 “phase 2”. It is not a DHA term; the blocks are all part of the same master plan sheet, revised 1 December 2025.
- A hoped-for extension. The master plan sheet marks two “Future Access” reservations on the west and south-west edges. They are road reservations, not a second scheme. We have found no notification of additional land being acquired for this project.

Why the distinction costs money
A “Phase 2 file” offered at a “Phase 2 price” is a second-ballot file at a second-ballot price, plus whatever premium the seller adds. The right comparison is not with the first round; it is with the current 3rd-ballot price for the same size — PKR 2.14 Crore for 5 Marla, PKR 4.2 Crore for 10 Marla, PKR 7.29 Crore for 1 Kanal, lump sum — and with the price history that shows how much of the gap is real.
If someone offers you a “Phase 2 booking” directly from DHA, ask which ballot round it is and for the DHA challan. DHA sells only through advertised ballot rounds with a form, a processing fee and a pay order to “Margalla Enclave”. The five patterns of plot fraud.

Is there a Margalla Enclave phase 2 map?
No separate one. The master plan sheet (revised 1 December 2025) is a single drawing of the whole scheme; our master plan page and 198 street pages are cut from it.
Is there a Margalla Enclave phase 2 payment plan?
What is sold as one is usually the second ballot round's schedule from late 2025. The plan in force is the 3rd-ballot form dated 14 August 2026: 20% down, then 4, 8 or 12 quarterly instalments. Payment plans.
Will there be a phase 2?
We do not know, and neither does anyone selling on the strength of it. The sheet reserves two future road accesses; that is all.
