“Does it have an NOC?” is the right question to ask of almost every scheme in Zone IV. For this one it needs rewording, because the authority that would grant the NOC is a partner in the project.
Why the usual NOC question does not fit
Margalla Enclave is a Joint Venture between DHA Islamabad-Rawalpindi and the Capital Development Authority (CDA), on a CDA 55% / DHA 45% revenue share on roughly 10,000 kanal in the Kuri area (Dawn, 11 February 2025). The CDA is Islamabad’s planning authority and the body that maintains the list of schemes it has not approved. A scheme the CDA co-develops and takes 55% of the revenue from is not going to appear on its own unapproved list — and it does not.
That is a structural fact rather than a guarantee. The three things it does not settle are whether the masterplan meets CDA’s own standards line by line (below), whether development will be delivered on any particular date (status), and whether the plot you are offered is the plot on the papers (nine checks).

Where the masterplan falls short of CDA’s own standards
The EIA measures the land-use plan against CDA planning standards. Two lines are below the minimum, and one is at the cap. We print them because a page about “approval” that hides them is a brochure.

The same corridor has live enforcement
In January and February 2026 the CDA issued show-cause and Section 49-C notices against several Bahria Town-branded schemes, including neighbouring Bahria Enclave, over alleged commercial use of amenity land. That is about Bahria Enclave, not Margalla Enclave, and we do not conflate them. It is here because it tells you the CDA does act in Zone IV, and that the JV structure of this scheme is a meaningful difference rather than a marketing line. The two compared.
What to do with this
- Open the CDA register yourself on the day you pay. It is a live page; our reading is dated.
- Ask for the plot’s own papers, not the scheme’s. A legal scheme can still sell you a disputed plot. File vs allotted plot.
- Read the 19 clauses: clause 17 lets DHA change the plan and amenities without refund, which is where “approved” stops protecting you.

Is Margalla Enclave NOC approved?
