What the Margalla Enclave map shows, in one paragraph
Margalla Enclave is drawn on 10,443.33 kanal (10,000 net of the CDA Zone-IV roads that cross it) between the Botanical Garden to the north and the Gumrah Kas to the south. It holds 6,990 residential plots in three sizes, 128 apartment parcels in four footprints, and 389 commercial plots in thirteen — 7,507 in all. The 1 Kanal plots take the north and the lake district; the 10 Marla the south and south-west; the 5 Marla the south-east corner against Bahria Enclave. Every plot is marked as belonging either to the CDA's 55% share or the DHA's 45% share, with a handful marked common. We found 198 numbered streets and could tie 5,732 of the 7,051 plot numbers printed on the sheet to a street by geometry (81.3%); the rest sit on commercial parcels, apartment sites or at junctions the parser could not place.
Total area: 10,443.33 kanal is about 1,305 acres or 5.28 sq km, reading land area in the revenue kanal of 8 to the acre. The sheet’s own residential figure, 3,746 kanal for 6,990 plots, fits that kanal; measured in DHA’s plot kanal the same plots would need about 4,400. DHA’s plot sizes use a smaller one: a “1 Kanal” plot is 500 sq yd, 4,500 sq ft. The two marlas, converted.

Sector names are ours, by compass, because the sheet prints none. The EIA names the zones ME-1 to ME-4 and DHA’s portal names the Lake District; the sheet does not draw their boundaries — what is and is not known about the blocks.
Residential plots by size, category and share
This is the sheet's own typology table. "Common" plots are marked on the drawing as neither CDA nor DHA share; the sheet does not explain them.
| Plot size | Category | CDA (55%) | DHA (45%) | Sub-total | Common | Total plots | Area (kanal) |

Corner plots and what the premium costs
Read across the corner rows: 793 corner plots in the scheme, which is 11.4% of residential. Clause 13 of the form adds a premium for preferred categories such as corner, boulevard or park-facing plots. It is typically 10% for one category, with a maximum combined 15% for several, and the final category and premium are decided solely by DHA’s management. DHA charges it, so it stays in the price; a dealer may add his own on top. The sheet does not count boulevard or park-facing plots, so 793 is a floor for category plots.
| Size | Corner plots | 3rd-ballot lump sum | Illustration: +10% (typical) | Illustration: +15% (maximum combined) |
|---|---|---|---|---|
| 5 Marla | 145 | PKR 21,434,375 | PKR 23,577,812 | PKR 24,649,531 |
| 10 Marla | 282 | PKR 42,011,375 | PKR 46,212,512 | PKR 48,313,081 |
| 1 Kanal | 366 | PKR 72,876,875 | PKR 80,164,562 | PKR 83,808,406 |
The two right-hand columns are our arithmetic on the lump sums; the form does not say which price the premium is applied to.
Ask DHA in writing which category your plot is in and what premium applies. The form does not say where the category is recorded. If a seller’s price already includes a category premium, ask which category DHA has given the plot.
Apartment parcels
| Parcel | CDA (55%) | DHA (45%) | Sub-total | Common | Total plots | Area (kanal) |
|---|---|---|---|---|---|---|
| 2.78 Kanal · 125′ × 100′ | 0 | 0 | 0 | 5 | 5 | 0 |

| 8 Kanal · 180′ × 200′ | 11 | 9 | 20 | 17 | 37 | 148.22 |
| Total | 44 | 36 | 80 | 48 | 128 | 428.96 |
Residential plus apartments: 7,118. These are sites for apartment buildings, not flats, and 48 of the 128 are marked “common”, neither CDA nor DHA share. They sit in three places: the 8 Kanal parcels on the western edge along the Northern Bypass Link Road, a run along the Southern Bypass Link Road above the Gumrah Kas, and the 5.55 Kanal parcels beside the south-east commercial spine. None is inside the plot grids.
DHA has sold plots in three ballots and no apartments. A flat offered today is a developer’s pre-launch on one of these parcels or a file with no DHA paper behind it. Ask which parcel, whether the developer holds an allotment for it, and whether DHA has approved the building plan.

| Total | 155 | 127 | 282 | 107 | 389 | 190.95 |
Grand total on the sheet: 7,507. The four special parcels — two petrol pumps, a 10 Kanal hotel plot and a mega mall (126 Kanal in the sheet’s table, but 103.72 Kanal on its map and in the EIA’s Table 3.1; our reading of the two figures) — are all in the DHA share or common; the CDA share has none of them. Commercial plots, prices and floors.
Master plan sheet (Kuri Road, Zone-IV): a dealer-circulated copy of a drawing that appears to be DHA's, PDF plotted 16 May 2025, read 19 September 2026. The sheet prints no date. Scale: 1 drawing point = 4.36 m, derived from the 50′, 35′ and 25′ plot frontages on the sheet itself (all three agree to within 2%). Provenance and what we removed.
Land use against the CDA's own standards
The sheet carries the same land-use table the environmental assessment had already printed as its Table 3.2 in April 2025, with the CDA standard beside each line. Two lines are below the CDA minimum (public buildings and the graveyard), and the sheet prints them anyway. A third, commercial, is over the 5% maximum if its parking counts and just under it if it does not. Percentages are of the 10,000 net kanal.
| Use | Line | Kanal | Group kanal | Share | CDA standard | Verdict |

| Commercial | Parking | 113.19 | 604.11 | 6.04% | 5% maximum | over the cap with parking, just under it for plots alone |
| Public building | Public building | 467 | 467 | 4.67% | 5% minimum | below the CDA minimum |
| Open / green | Playgrounds and parks | 1,376.30 | ||||
| Open / green | Nallah and lake | 215.56 | 1,591.86 | 15.92% | 15% minimum | within standard |
| Graveyard | Existing graveyard | 15.78 | 15.78 | 0.16% | 2% minimum | below the CDA minimum |
| Roads | Roads | 2,814.66 | 2,814.66 | 28.15% | 23% minimum | within standard |
| Total incl. CDA Zone-IV roads | 10,443.33 | of which CDA Zone-IV roads 443.33 kanal; net 10,000 kanal (shares are of the net) | ||||
Two of these matter to a buyer. Public buildings at 4.67% against a 5% minimum is the land set aside for public buildings; the shortfall is about 33 kanal against 5% of the 10,000 net kanal. Commercial is 4.91% for the plots alone, just under the 5% maximum, and 6.04% with its parking; the table prints the standard once for the group and does not say which base it applies to. On plots alone it sits just under the cap, so on our reading there is little room in this plan for more commercial land. If you are looking at a plot directly behind the commercial spine, ask DHA what is planned beside it. The graveyard line (0.16% against 2%) is a legacy graveyard being carried on the plan, not a new allocation. The EIA’s Table 3.2 labels the 4.67% line “Public Parking”; the master plan sheet labels it “Public Building”. The numbers are the same, 467.00 kanal and 4.67%, and we use the sheet’s label here.
Public buildings and amenities

| Community centre | 1 |
| Grid station | 1 |
| Sewerage treatment plants | 2 |
| Solid-waste management plot | 1 |
| Public buildings | 6 |
| Total | 296 |
The 200 “green strips and medians” are road verges; the 60 parks and playgrounds are the usable open space. Locate the two sewerage treatment plants and the grid station before you buy: a plot beside either is priced like every other plot at ballot, and not afterwards.

Blocks: ME-1 to ME-4 and the Lake District
The Pak-EPA environmental assessment (section 3.7) divides the scheme into four development zones, ME-1 to ME-4, and DHA’s portal presents the Lake District as the community’s signature destination. Neither gives a plot size for any of them, and the sheet does not draw block boundaries. The sizes in the table are how dealers market the blocks: ME-1 and ME-4 for the 5 and 10 Marla plots, ME-2, ME-3 and the Lake District for the 1 Kanal plots. We have found no DHA list that says so. In the resale ads we collected on 8 October 2026, ads that named one block mostly followed this pattern; a few did not. Use it as a guide to where a size is marketed, not as a DHA fact, and ask DHA which block your plot is in.
| Block | Plot sizes, as dealers market them | Status |
|---|---|---|
| ME-1 | 5 & 10 Marla | Under development |
| ME-2 | 1 Kanal | DHA held a possession ceremony in May 2026 (videos dated 22 May). Dealers say selected streets, 21 May; DHA has not published which |
| ME-3 | 1 Kanal | Under development |
| ME-4 | 5 & 10 Marla | Under development |
| Lake District | 1 Kanal around a planned lake, plus commercial and recreation | 500-kanal lake planned, not built; a small natural lake is on site |
Dealers who say “possession in ME-2” mean selected streets of ME-2, not the whole block, and DHA has not published which. Clause 14 of the form hands over a plot for construction only after three things: a possession announcement for that plot, full payment, and approval of your building design. Before paying a premium for “the possession block”, get the street number and ask DHA whether possession has been announced for that street. Development status.
What DHA has not published: a plot count per block, a price per block, or a development schedule per block. Its price list is by size and payment plan only. A block-specific price is a seller’s price, and a block-specific plot count did not come from DHA.
Roads and avenues named on the sheet
| Road | Where it runs |
|---|---|
| Jinnah Avenue | Main approach from Kuri Road (Park Road side); the scheme's spine. |
| Margalla Enclave Avenue | Runs along the Botanical Garden edge on the north side. |
| Margalla Creek Avenue | Follows the nallah/lake corridor through the middle of the scheme. |
| Allama Iqbal Avenue | Cross-avenue linking the 1 Kanal north to the lake district. |
| Power Avenue (220′ right of way) | The widest corridor on the sheet — a grid-line reservation, not a shopping street. |
| Ring Road | Loops the lake district. |
| Park View Avenue | North-east edge, towards Park View City. |
| Northern Bypass Link Road | West side, towards the future access and Mohra Nur. |
| Southern Bypass Link Road (80′ ROW) | South side along the Gumrah Kas. |
| Roads 1–4 (50′–70′) and Roads A–D (50′) | Sector distributors; streets (40′) hang off these. |
Neighbours as printed: Margalla Botanical Garden (north); Park View City (north-east); Bahria Enclave (east / south-east); Gumrah Kas — 300′ ROW (south); Mohra Nur (west); two 'Future Access' reservations (west and south-west). The Park Road underpass and the Park Road link road are not on the sheet. They sit outside the scheme boundary. Islamabad Scene, on 20 September 2026, described the underpass as under the CDA’s mandate, built with the cooperation of DHA and FWO. Dawn reported on 4 September 2026 that a 3.8 km link road from Park Road to the scheme was being developed, with earthwork almost complete; no report we have read says who is building the road.
Provenance, and what we removed
A dealer-circulated copy of a drawing that appears to be DHA's. DHA has not published it, so we cannot confirm who drew it. The dealer's own name and two phone numbers had been pasted over the title area as PDF annotations; we removed those annotations and nothing else. The CDA/DHA typology tables, land-use table and amenity counts are the sheet's own. The drawing is titled "Master Plan Margalla Enclave — Kuri Road, Zone-IV, Islamabad". The PDF file data says it was plotted from Autodesk Civil 3D 2022 on 16 May 2025 and last re-saved by an Apple iOS app on 1 December 2025. That is a save date, not a DHA revision. The sheet itself prints no date or revision. 1 drawing point = 4.36 m, derived from the 50′, 35′ and 25′ plot frontages on the sheet itself (all three agree to within 2%).
What this drawing cannot tell you: whether possession has been announced for any street (ask DHA for the street, in writing), which ME-block a street is marketed under, and today's price for any plot. Official prices are by size and plan, never by street.
Questions people ask
Is there an official Margalla Enclave master plan or layout map?
DHA has not published one on margallaenclave.dhai-r.com.pk — the portal carries a location sketch and gallery photographs only. The drawing on this page is a dealer-circulated copy of a Civil 3D master plan sheet that appears to be DHA's (PDF plotted 16 May 2025). Its totals — 6,990 residential, 128 apartment, 389 commercial, 7,507 in all — match Table 3.1 of the Pak-EPA environmental assessment exactly, so we treat it as consistent with DHA's figures. That does not prove DHA drew it, and the sheet prints no date or revision.
Which block is 5 Marla, which is 10 Marla, which is 1 Kanal?
On the sheet the 1 Kanal plots (50′×90′) fill the north and the lake district, the 10 Marla (35′×65′) the south and south-west, and the 5 Marla (25′×45′) the south-east down to the Gumrah Kas. DHA's names ME-1 to ME-4 are not printed on the sheet, and neither DHA's portal nor the EIA gives plot sizes per block. Dealers say ME-1 and ME-4 hold 5 and 10 Marla and ME-2, ME-3 and the Lake District hold 1 Kanal, so the size zone points to a pair of blocks, not to one. Ask DHA which block your plot is in.
How many streets does Margalla Enclave have?
We found 198 numbered streets on the sheet, with numbering that restarts in each sector — there are five different 'Street 1's. Always quote a street together with its sector or its neighbouring road, and check the plot number against the drawing.
How many corner plots are there?
793 residential corner plots: 145 of 5 Marla, 282 of 10 Marla and 366 of 1 Kanal. Under clause 13 of the application form a corner, boulevard or park-facing plot carries a premium of typically 10%, with a maximum combined 15% for more than one feature; DHA’s management decides the category.
What does the CDA 55% / DHA 45% column mean?
The joint venture splits the developed plots 55% to the CDA and 45% to DHA (Dawn, 11 February 2025). On the sheet's typology table, of 6,960 residential plots 3,828 are marked as CDA share and 3,132 as DHA share, with 30 more marked 'common'. The sheet does not say which streets fall in which share; ask, and get it in writing, because it decides whose allotment letter you eventually hold.
