Islamabad Capital Territory is divided into five planning zones under the ICT (Zoning) Regulation 1992, as amended. Zone IV is the largest, covering the south-eastern and eastern rural belt of the territory — the Kuri, Chak Shahzad, Bani Gala, Tarlai and Mohra Nur side — and it is the zone in which DHA Margalla Enclave sits (CDA Zone IV, Islamabad, on Jinnah Avenue (formerly Kuri Road)).

What “Zone IV” does and does not tell you
- It tells you the planning regime. Private housing in Zone IV is permitted only in the sub-zones CDA has opened for it and only with a layout plan approved by CDA. The Pak-EPA EIA for Margalla Enclave measures its land use against exactly those CDA standards — and finds three lines outside them.
- It does not tell you that a scheme is approved. Bahria Enclave, Park View City and Margalla Enclave are all “Zone IV”; their legal positions differ. For Margalla Enclave the strongest check we can make is that it is not on CDA’s live illegal-schemes register (Not listed, read 9 September 2026). NOC & CDA status.
- It does not mean the Margalla Hills. Despite the name, Margalla Enclave is on the Kuri Road side, not against the hills; Zone III is the national park. Location.

Getting there
From the Srinagar Highway or Faizabad, the approach is Park Road, then Kuri Road — which DHA has renamed Jinnah Avenue inside and along the scheme. The CDA-built Park Road underpass that serves this side opened to traffic in September 2026, after missing its 30 July 2026 original target; underpass & road access has the dated status. DHA’s own claimed drive times are Srinagar Highway 5 minutes, Faizabad 8 minutes, Zero Point 10 minutes — marketing figures, not ours.

Is Margalla Enclave in Zone 4?

Is Zone 4 Islamabad a good area to buy?
It is where most of Islamabad's private schemes on the eastern side are. 'Zone IV' by itself says nothing about a scheme's approval or development; check each scheme's own documents.
Is there a Zone 4 Islamabad map?
